Morgan Chapman was arrested and charged after Pikeville Police found her two children aged two and four were home alone.
Police were called to Northgate Apartments shortly after 9 p.m. and found the children unsupervised.
A neighbor said Chapman had asked her to watch her children about 4 p.m. while she went out for a smoke.
Police said when they talked to Chapman there was a strong odor of alcohol on her breath.
