Kentucky State Police Conducts Death Investigation in Pike County

ELKHORN CITY, Ky. (July 18, 2025) – The Kentucky State Police Pikeville Post received a 911 call on Thursday, July 17, 2025, regarding a possible missing person who had been swimming near the Ratliff Hole River Access Point in the Elkhorn City community of Pike County.

KSP troopers responded to the scene, where the body of a deceased male was later located in the water. The individual was identified as Zachary Mullins, 18 years old, of Grundy, Virginia. He was pronounced deceased at the scene by the Pike County Coroner’s Office. His body has been transported to the State Medical Examiner’s Office for an autopsy. At this time, no foul play is suspected.

Trooper Trevor Spurlock is leading the investigation, with assistance from additional KSP personnel, Kentucky Fish and Wildlife, Pike County Emergency Management, and several local fire and rescue departments.
