KY 580 Closure Update: Repair Plan Moving Forward in Johnson County

Modern culvert design to improve safety and speed up construction

PIKEVILLE, Ky. (April 16, 2025) The Kentucky Transportation Cabinet (KYTC) District 12 is moving forward with a plan to replace the structure on KY 580 in Johnson County, which was closed earlier this week out of an abundance of caution following safety concerns.

The existing steel structure has reached the end of its service life due to age and weathering. While it once met the needs of the roadway, deterioration over time has made replacement the safest and most effective option.

KYTC plans to install an aluminum box culvert, which offers improved durability while significantly reducing both construction time and overall costs compared to traditional methods.

Crews have already begun the early stages of the project. Utility locations have been requested through 811, and a detailed cost estimate is currently being developed to secure funding. Once funding is approved, the culvert will be ordered, with an estimated 30-day manufacturing timeframe. The Johnson County state highway maintenance will complete the installation. 

“Our goal is to complete this work as efficiently and safely as possible while minimizing the impact on the community,” said Chief District Engineer Mary Westfall-Holbrook. “By using this type of drainage structure and completing the work in-house, we’re able to streamline the process and deliver a long-term solution.”

KYTC is targeting completion before the start of the upcoming school year, pending weather and material availability
